Congress needs to make some serious laws about pardons: no president can pardon anyone involved with an action he/she has been involved in; no president can pardon anyone involved with an insurrection; no president can pardon a convicted murderer, rapist, or terrorist. I am sure there are other curbs that could be put together by people who actually care about the office of the president and about this country.
