I am a neuropsychologist, and I regularly evaluate people with brain injuries and other conditions that cause them to be unable to think properly or express themselves properly. Donald Trump, assuming he is the person who said all of those things, has very substantial cognitive slippage, possibly due to dementia, an injury, or other conditions that are quite serious and often progressive. He needs evaluation by a neuropsychologist and a neurologist as well.
